System Upgrade Reflects New Changes to Mental Health Act
Following the successful implementation 2 years ago of the integrated Information Management Project, the Mental Welfare Commission for Scotland has again commissioned the systems’ creator, CSE Servelec, to upgrade the system to reflect new changes in the Mental Health (Care and Treatment) (Scotland) Act 2003.
The new Act is a milestone in mental health law bringing real benefits for people with mental health problems in Scotland, and those who care for them. The new Act promises to make a major contribution to achieving the ultimate objective of mental health law; to make sure people with mental health problems can receive effective care and treatment, in a way which accords with the Millan principles.
The Mental Welfare Commission for Scotland is an independent organisation working to safeguard the rights and welfare of everyone with a mental illness, learning disability or other mental disorder. The Information Management system will be updated to process additional forms to support the recording of the process around “the 2003 Act”, the Criminal Procedures Act and the Adults with Incapacity Act.
New functionality and enhancements will also be incorporated into the upgrade which will provide additional benefits to both clinicians and staff.

With the Mental Health (Care & Treatment) (Scotland) Act 2003 still in its infancy, a major review of the forms used in the administration of the Act was undertaken by the Scottish Executive. This has resulted in all existing forms being replaced. A major part of IMP functionality is to process Mental Health Act forms, and with the proposed introduction of a new form set, a significant upgrade to IMP is required. The Scottish Executive and the Commission were keen to implement the new form set as quickly as possible, and CSE Servelec was able to promptly respond with an upgrade programme that met our expectations."
CSE Servelec has considerable specialist technical expertise in software development and systems integration, combined with 30 years of experience in project implementation and long term customer care. The Information Management system is based on CSE Servelec’s RiO software which is widely used within the NHS and other care organisations within the UK.
